Malta Permanent Residence Programme

The Malta Permanent Residence Programme (MPRP) is a residency-by-investment programme designed for eligible non-EU, non-EEA and non-Swiss nationals seeking permanent residence in Malta for themselves and their families.

Eligibility

The main applicant must generally:

  • Be a non-EU, non-EEA and non-Swiss national
  • Have a clean criminal record
  • Demonstrate stable and regular financial resources
  • Satisfy the programme's required capital and financial asset criteria
  • Hold a valid travel document
  • Maintain qualifying health insurance
  • Successfully complete Malta’s due-diligence process

Applicants must currently demonstrate either capital assets of at least €500,000, including at least €150,000 in financial assets, or €650,000 in capital assets, including at least €75,000 in financial assets.

Investment & Programme Requirements

Applicants must meet the following principal requirements:

Administrative Fee
€60,000 non-refundable administrative fee.

Government Contribution
€37,000 contribution.

Property Requirement
Choose either:

  • Rent qualifying residential property for at least €14,000 per year, or
  • Purchase qualifying property for at least €375,000

The qualifying property must generally be maintained for at least five years.

NGO Donation
Make a €2,000 donation to an eligible Maltese philanthropic, cultural, scientific, artistic, sporting or animal-welfare organisation.

Adult Dependants
An additional €7,500 fee applies for each adult dependant other than the spouse.

Family Inclusion

Subject to eligibility requirements, the programme can accommodate multiple generations of the applicant's family, making it an attractive option for families seeking long-term European residence.

Eligible dependants may include the spouse, children and qualifying dependent parents or grandparents, subject to the programme rules applicable at the time of application.
