Subclass 191 – Permanent Residence (Skilled Regional) Visa

The Permanent Residence (Skilled Regional) Visa – Subclass 191 allows eligible regional provisional visa holders to become permanent residents of Australia.

Under the Regional Provisional stream, applicants who have held an eligible regional visa and complied with its conditions may live, work and study permanently anywhere in Australia.

Key benefits of the Subclass 191

After the initial five-year travel facility expires, permanent residents may need a Resident Return Visa to re-enter Australia unless they have become Australian citizens.

Basic Eligibility Requirements

Applicants under the Regional Provisional stream generally need to:

Hold an eligible Subclass 491 or Subclass 494 visa
Have held an eligible visa for at least three years
Provide Australian Taxation Office notices of assessment for three income years out of the five years of the eligible visa
Have complied with the conditions of the eligible regional visa
Meet health and character requirements
Satisfy applicable immigration-history and Australian Government debt requirements

Importantly, the Australian Government currently states that there is no minimum income requirement. Applicants must still provide the required ATO notices of assessment.

Can Family Members Be Included?

Eligible family members may be included when the application is lodged or added before a final decision is made.

In most cases, included family members do not need to have previously held an eligible regional visa. However, all applicants must meet the relevant health and character requirements.

Where Can You Apply?

Applicants may generally be inside or outside Australia when they apply and when the decision is made, provided they are not in immigration clearance.
